We are seeking a Senior Data Analyst to join our Financial Readiness team in support of the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs (OASD(M&RA , Military Personnel Policy (MPP) Office of Financial Readiness (FINRED). Note: Work is hybrid flex-work, onsite at the Pentagon in Washington D.C. 2 days per week, and flex-work 3 days telework. Position requires 8-hour duty day / 40 hours weekly including FINRED core hours of Monday through Friday, from 8:00 a.m. to 3:00 p.m. Job Duties: • Work under the Director for Financial Readiness in support of the Personal Financial Counselor (PFC) Program.
• Manage contract requirements, contractor deliverables, and communicate with stakeholders, as assigned, in accordance with the performance work statement.
• Align contractor support to the mission of training, counseling, educating, assessing, protecting, and communicating Financial Readiness preparedness to service members.
• Understand requirements and analyze raw data to draw conclusions and make recommendations to Director and PFC program manager in the areas of efficiency, resource utilization, and mission alignment.
• Use data science and data analytics tools to understand and prepare data in support of data driven decision-making.
• Work as an integrated part of the Financial Readiness team to support key initiatives and activities across the organization.
• Support daily morning meetings and team meetings using common communication tools and team collaboration tools.
• Draft policy documents related to the financial readiness of Service members and families in a variety of formats, to include standard operating procedures, memorandums, and instructions. • Review, research, analyze, and communicate the potential impacts of proposed legislation on DoD policies, programs, and positions related to the financial readiness of Service members and families. • Coordinate with DoD-wide programs to address financial readiness policy requirements, including military training, banking, morale and welfare programs, suicide prevention, family readiness, and transition assistance. • Work will include project management support to include planning, research, preparation, development, and coordination. • Work with other DoD interests and other government and non-governmental interests to provide the most comprehensive financial preparedness opportunities to the Services. • Up to 10% travel possible. Required Education: • Bachelors degree and six (6) years or more of related experience; additional four (4) years of related experience in lieu of degree.
Required Security Clearance:
• This position is designated Non-Critical Sensitive (Secret) and requires a Tier 3 investigation eligibility.
Required Experience: • 5+ years of demonstrated experience working in data analytics and performing complex data analysis supporting program-level decision making. • Strong communication and writing skills. • Strong problem-solving skills.
• Ability to understand the Financial Readiness mission and work independently to define objectives and make informed recommendations under general direction from management. • Basic understanding of the scope of knowledge and basic learning objectives/skills related to the military personal financial management space. • Expertise in developing, delivering, and reporting on DoD-wide programs in cross-cutting Financial Readiness specializations (e.g., personnel training, counseling, financial management, consumer protection, communications, spouse, and family support activities) to support the operation and improvement of the office mission.
• Expertise working within Tableau and in depth knowledge of the tool's capabilities.
• Ability to represent the organization in direct communication with customers.
Desired Skills and Experience:
• Background in Military Personal Financial Management Programs. Military background or knowledge of the unique factors related to the military lifestyle is a plus.
• Understanding of Office of the Secretary of Defense's relationship to and with the Military Services.
• Understanding of the differences between the armed forces active and reserve components.
• Demonstrated experience developing policy, guidance and/or standard operating procedure documents.
• Experience working in the Pentagon or Military Service Headquarters (military or civilian)
