MAJOR FUNCTIONS
Under the guidance and leadership of the City Clerk/Treasurer, this position is responsible for grant accounting, reporting, research and reconciliation functions for all City federal and state awards and appropriations. Required tasks may involve purchasing and budget functions and policy and procedure development and implementation related to grant projects. Technical accounting and financial acuity is critical in this role and strong mathematical skills and attention to detail are a daily priority.

- Prepare the Schedule of Expenditures of Federal Awards and State Financial Assistance for inclusion in the City's Annual Comprehensive Financial Report.
- Compile and maintain, grant agreements and related data to include the granting agency and its CFDA/CSFA number, contract numbers, responsible contract manager, required matching amounts, accounts used to record the match, grant milestones, expiration dates and other necessary details for completion of the Schedule of Expenditures of Federal Awards and State Financial Assistance.
- Coordinate with internal and external resources for the collection of data, monitoring compliance with grant accounting standards and reporting requirements, and responding to adverse findings from oversight agencies.
- Provide assistance to Department Heads and the Disaster Recovery Project Manager with documentation requirements for each grant award and appropriation.
- Reviews and comprehends contract payment terms, conditions and schedules associated with all projects.
- Track costs on various projects and assists project managers with the allocation of time and materials between projects.
- Coordinates with various staff for accurate and timely recording of project costs, including timesheets and proper allocation of invoices.
- Complete monthly general ledger reconciliations.
- Researches and resolves discrepancies.
- Maintains accounting records and documents in accordance with required records retention laws and general practice guidelines.
- Assists in preparation of reports for internal and external customers and agencies.
- Performs other duties as required.
KNOWLEDGE, SKILLS AND ABILITIES
- Working knowledge of professional accounting principles and practices, and governmental accounting.
- Thorough knowledge of financial analysis techniques.
- Thorough knowledge and understanding of the operations of computerized accounting systems.
- Strong customer service and team focused engagement and skills are critical.
- Thorough knowledge of applicable Federal, State, and City laws and regulations relating to departmental operations.
- Desire and ability to work in an effective, cooperative and pleasant manner with internal and external customers.
- Ability to carry out complex verbal and written instructions.
- Ability to communicate clearly and concisely, verbally and in writing to groups and individuals.
- Ability to establish and maintain effective and cooperative working relationships with team members, supervisors, departmental officials, officials of other agencies, and the public.
- Ability to train, supervise and review the work of entry or supporting level accounting and administrative team members
- Ability to prepare required reports accurately and in a timely manner.
- Ability to work with minimum supervision.
- Strong Knowledge of Microsoft Office products (Word, Excel, Power Point and Outlook).
- Desire and ability to independently learn third party software
MINIMUM QUALIFICATIONS
- Bachelor's degree in Accounting or related field.
- Five (5) years progressively responsible professional experience managing financial activities to include the preparation of monthly financial reports, accounting, budgeting, financial analysis and grants.
- Three (3) years of professional governmental accounting experience.
- Certified Management Accountant (CMA) preferred.
- Certified Public Accountant (CPA) preferred.
