Description

I) Job Purpose

Under general supervision, the Staff Accountant coordinates financial activities for assigned division(s) and/or unit(s), completes funding source required billings and other reports, assures all financial activity is reflected accurately in the agency general ledger, monitors budget-to-actual expenses for assigned units, and provides variance reporting with appropriate explanations. The Staff Accountant makes recommendations and provides ongoing communication with business directors and/or program managers to assure financial aspects are managed according to GAAP, UGMS, Federal UGG, Contract and/or Grant terms as appropriate.

II) Essential Functions

A) Prepare billings, related journal entries and monthly financial information for assigned divisions.

B) Responsible for the timely and accurate submission of program billings and other required reporting on a monthly, quarterly, and annual basis for

C) Identify expenses that have occurred but have not been invoiced to determine if an accrual should be created.

D) Recognize all division revenues per contract/grants monthly.

E) Prepare grant billings and monitor AR for the division.

F) Review and approve all appropriate year-end accrual/encumbrance documentation.

G) Approve account distribution on check request and verify that proper signatures have been obtained.

H) Verify that funding is in the budget for any payment requests received.

I) Review monthly replenishment check requests to ensure compliance with operating procedures and to verify account distribution.

J) Reconcile balance sheet accounts as assigned on a monthly basis.

K) Assist with the preparation for year-end audit of independent auditor.

L) Plan, coordinate, and prepare for program auditors as necessary.

M) Attend budget and financial statement review meetings as requested.

N) Provide accounting and financial package for the Harris Tarrant Software Solution (HTSS) entity.

O) Manage grants for Visions 501c3 entity.

P) Prepare Record of Cash Receipts (ROCR) for input daily, verifying all general ledger coding, AR customer number, and invoice number are complete and accurate.

Q) Cross-train and assist with accounting activities for BH and Admin divisions.

R) Accurately complete special projects as assigned.

S) May assist with other responsibilities in the absence of relevant personnel.

T) Identify and implement cost saving ideas.

III) Knowledge of Laws, Regulations, Policies/Procedures, Skills, and Abilities

A) MHMRTC Operating Procedures.

B) Knowledge of GAAP, GASB, UGMS, and Federal UGG standards.

C) Ability to communicate effectively in both written and oral formats.

D) Ability to establish and maintain effective working relationships.

E) Ability to work independently on difficult or complex tasks and keep accurate records.

F) Ability to organize work to make deadlines on time.

G) Ability to make independent decisions.

H) Proficient with Excel and Word.

IV) Internal & External Customer Service

A) This position requires extensive internal and external contacts. The employee will accomplish this with advanced written and verbal skills.

B) Must demonstrate compassion, trauma-informed care, and safety practices including suicide safe care

V) Travel

A) Adhere to MHMR Mileage and Travel reimbursement policy and any other aspect regarding travel.

B) Occasional travel may be required.

VI) Equipment Used

A) Utilized as required for position.

Minimum Requirements

VII) Minimum Qualifications

A) Minimum Education: Bachelor's Degree

B) Defined Education: Accounting, Finance, or Business Administration

C) Preferences: Knowledge of advance computer systems and governmental accounting

D) Substitutions: Master's Degree and one (1) year experience

E) Years' Experience: Three (3) years

F) Defined Experience: Accounting, Finance, or Business related field

G) License/Certifications: None

H) Special Courses: None

I) Supervisory Experience: None

VIII) Agency Requirements

A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.

B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.

C) Assigned work hours may change as the needs of the agency change.

D) The Functional Title of this position may change as the needs of the agency change.

E) All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.

F) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.

G) Employment is at will, as well as agency needs may change.

H) Agency dress code is to be followed at all times.

I) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position. Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.
