Duties The position is located in Defense Contract Audit Agency (DCAA), Resource Directorate, Financial Management Division, Accounting Branch. Serve as the Senior Accountant responsible for designing, developing, operating, and administering accounting operations that involve policy, accounts payable, debt collections, accounts receivable, and reimbursement programs. Responsible for independently solving problems, performing research, developing proposals, and providing technical advice and guidance for the DCAA accounting and financial management systems. Perform written and oral presentations and participates in briefings to internal and external management officials on Agency policies and procedures. Perform duties utilizing information technology techniques for the use of financial management and accounting applications, spreadsheets and statistical data. Participates in meetings concerning operating programs, advises on the financial status of programs, discusses operations, progress and accomplishments and probable effects of alternative actions. Requirements Conditions of Employment Selective Service: Males born after 12-31-59 must be registered or be exempt from Selective Service (see )Employment Eligibility Verification (E-Verify) Program: DCAA uses E-Verify to determine eligibility for employment as a U.S. Citizen. This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination. Drug Testing: This is a drug testing designated position. You must pass a drug test before your assignment to this position and you will be subject to random drug testing subsequent to your assignment. Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level. Telework availability will be based upon the mission requirements and supervisory determination. Qualifications You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, Basic Requirement: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law). OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: extensive knowledge and experience in generally accepted accounting principles, theories, and concepts; ability to independently problem solve, research and resolve complex accounting issues; ability to utilize financial management systems for internal controls and perform reconciliation, and reports on various financial management areas i.e. funding, obligations, accounts receivable, public debts, debts from other agencies, advances issued employees, accounts payable, expenses, disbursements and appropriations); experience in communication at all employee and management levels. Financial Management Certification: As a condition of employment, the selectee must meet the requirements of the DoD Financial Management (FM) Certification Program. The FM Certification Program is a course based program consisting of three certification levels. Level 2 certification must normally be completed within two years of the selectee's employment start date.
