Overview:
As part of the Business Intelligence team, the Data Analyst transforms data into strategic insights that empower stakeholders to make data-informed decisions that improve business processes, I/DD advocacy, and desired outcomes for people with I/DD. The Data Analyst uses SQL, data visualization software, e.g., Power BI, and other programming languages, to create customized data visualization dashboards and reports providing actionable insights that support informed decision-making and empower our enterprise to best advocate for people with IDD. The Data Analyst is responsible for data-driven analysis and end-user service delivery to support the day-to-day implementation, evaluation, and continuous improvement of business intelligence work for all lines of businesses, including but not limited to Care Design NY, Partners Health Plan, AICNY, and Partnership Solutions, etc.
The Data Analyst develops reports with high rigor and conscientiousness as required by Partnership Solutions, CDNY/PHP, and their regulatory agencies, including NYSDOH, OPWDD, CMS, NCQA, and others. This person is responsible for integrating multiple data sources into queries, ensuring data quality, integrity, and compliance with regulatory requirements. The Data Analyst will have strong communication and collaboration skills to work with partner departments for requirement gathering, workflow analyses, and end-user engagement, including training and support, consultation on interpreting data, and data stewardship.

Responsibilities:
•Proficient use of SQL, Data Visualization tools (such as Power BI), statistical analysis applications, Excel, and other methods for scheduled, ongoing, and ad-hoc reporting
•Develop and maintain data queries for the integration and validation of data from multiple sources, including external data exchanges, internal operational processes, member records, and outcome measures
•Develop and maintain customized, user-friendly dashboards and reports, including descriptive, predictive, and prescriptive analytics that provide insights into business processes, I/DD advocacy, and desired outcomes for people with I/DD
•Identify data correlations and produce actionable insights to aid in business decision-making processes
•Ensure reports are accurate and meet the end-user needs with data that is relevant, valid, and timely
•Consult with partner departments to understand business processes, interpret relevant data, and determine report requirements
•Train and support end-users to effectively utilize dashboards and reports, fostering a culture of data literacy and data-driven decision-making
•Collaborate with IT and partner departments to support data stewardship and ensure data quality, integrity, and compliance with regulatory requirements
•Produce documentation of queries and reporting methodologies
•Complete assigned tasks as instructed and on time
•Participate in Partnership Solutions, CDNY, and/or PHP internal committees and workgroups as assigned
Qualifications:
•Bachelor's degree or higher is required
•Intermediate expertise with SQL (CTEs, Stored Procedures, Tally Tables, etc.) is required
•A minimum of two years of professional experience with data programming or analysis is required
•A minimum of three years of experience with any combination of the following skills is preferred:
oExperience with programming languages (i.e., SQL, R, Python, C#)
oReporting mechanisms (i.e., Power BI, Tableau, SSRS) and quality assurance processes
oData mining techniques and statistical methodologies
•Willingness to develop, explore, and use other software applications necessary to assist in data reporting is required
