Position Description :

The Junior FMS Finance Analyst will provide program financial and administrative support to develop, manage, and close FMS cases to support for the modernization, repair, and sustainment of former USN, USCG, and foreign naval vessels.
This position is contingent upon your ability to maintain/transfer your Secret clearance. This position is contingent upon contract funding.
In this role, you will:
Provide financial management support in coordination with the Government financial manager for multiple customer / country programs
Assist to identify funding issues, prepare corrective packages, deobligate unused funds, and support the Government financial managers in reconciling FMS case financials, and responding to Program Reviews, Financial Reviews and case closure efforts
Assist in the development and execution of FMS budgets and funding documents including Obligational Authority (OA) Worksheets, Work Requests, and Procurement Requests
Perform cost research and analysis for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOAs)
Assist with financial analysis projects (e.g., capital versus expense, ROI, resource allocations, budget preparation, etc.) and special statistical studies as well as cash flow projections
Provide supporting documentation for reported actions in support of implementation, execution, reconciliation and closure of FMS cases
Maintain general ledgers and track commitments, obligations, expenditures and requisition execution
Track the development and execution of budgets and funding documents, including obligational authority worksheets and procurement requests
Research and provide data for presentation at Program Reviews and Financial Reviews
Assist in the preparation of financial reports, such as FMS Case, FMR/CRR, RSN, PDLI, and ledgers, briefs and other financial tasks for FMS case execution, reconciliation, and closure
Participate in regularly scheduled and ad hoc meetings and conferences in support of the Government customer
Organize hard copy and/or electronic files, correspondence, records and reports
Assist in the tracking of acquisition, financial, technical and/or contracting items
Route or answer routine correspondence
Interact frequently with Navy and civilian personnel
Perform additional duties and responsibilities as assigned
Qualifications:
To be successful in this role, you will have:
High School diploma or GED and 0-2 years of relevant experience in business or financial management.
A U.S. Government ACTIVE SECRET clearance is required.
An understanding of NAVSEA, other U.S. Navy organizations, and supporting organizational processes, roles, and responsibilities
Familiar with a variety of the field's concepts, practices, and procedures
Performs a variety of tasks
Some degree of creativity and latitude is expected
Works under general supervision
Excellent communication, presentation, and interpersonal skills
Ability to manage, track, and prioritize many diverse and changing requirements and tasks
Ability to interact with customers and provide input to project managers on programmatic and technical deliverables
Skills and capabilities to assist in the production of comprehensive reporting to external and internal stakeholders, including government, executive, and foreign personnel
Knowledge and understanding of work project(s) and functions
Skilled with Microsoft Office (Word, Excel, and PowerPoint)
Travel 10% required
Additional desired/preferred experience and skills:
A bachelor's degree in Business or Finance / Financial Management is preferred
Foreign Military Sales (FMS) experience is preferred
Experience in Navy Enterprise Resource Management (NERP), Security Cooperation Information Portal (SCIP), MISIL, DIFS, and MOCAS is preferred
Experience working directly with foreign military and foreign government personnel is preferred
Experience with the various ex-USN/USCG ship classes and their associated systems currently in service in foreign navies is preferred
Experience supporting NAVSEA IWS 4, IWS 11, PMS 325, PMS 326, or PMS 333/SEA 21I is preferred
Familiarity and experience with ITAR, FCPA, and other regulations, laws, and additional requirements associated with international work is preferred
